I created a droplet using a standard wordpress installation: 4 GB Memory / 25 GB Disk / FRA1 - Ubuntu WordPress 4.9.1 on 16.04. Everything is in order and works fine, but the speed of uploading files to the server is very low. With the connection through the SSH problems are not observed.

Ping to the site ip address - 36/37 milliseconds.
Im using WINSCP, SFTP connection as root. Upload speed 200-300 Kb/s.
How I can solve this? It can be a problem with my location?

Your speed test looks quite solid, I can understand the concern. After a brief investigation from this side I can tell you that the hypervisor is nearly idle, and I’m not seeing any signs of network issues at the moment. I wanted to rule out something only we could fix first and foremost, before I asked anything else of you.
I am aware of SFTP being slower than the connection allows, but I could not articulate my thoughts on it in a great way. I went searching for some help on the matter, and the first answer here just really did a better job than I could ever do: https://stackoverflow.com/questions/8849240/why-when-i-transfer-a-file-through-sftp-it-takes-longer-than-ftp
Personally, I use rsync for moving files around without having to set up anything significant.
