It seems like you need to write a custom script to execute this for you. Depending on your OS on your PC, it will be done in a different way. If you are using Unix, you can add a cron job on reboot. If you are on windows, you’ll need to add a scheduled jog.
Anyway, the first thing is to write the script. If you want to use PHP, I’ll suggest checking out functions like shell_exec and PDO connections with PHP.
