Recently I tried almost 40-50 servers (different location, different IP) to provide Outline VPN to my friends in Turkmenistan but none of them did not work. No PING. Is there any policy of Digitalocean to specific regions? or Are linux servers deploy with firewall rules which blocks IPs from Turkmenistan?

Hi there,
It is most likely that the local ISPs are blocking the traffic. You could test that by running a treceroute or mtr from a PC based in Turkmenistan to one of the Droplet’s IP addresses.
That way you will see where exactly the connection is getting to.
