PayPal payment problem

Hi Digitalocean, i want to start build server with your service, but I have a problem in payment with PayPal , every time I want to make a payment, paypal always said “We are not able to process your payment using your PayPal account at this time. Please return to the merchant’s website and try using a different payment method (if available).”

can you help me?

It is because of the USA sanctions.

Do you have a card linked with your account? If yes have you ever made a payment with paypal?
