Hello, when pinging 8.8.8.8 from FRA1 server, I receive such reponse:

64 bytes from 8.8.8.8: icmp_seq=2 ttl=50 time=7.25 ms

64 bytes from 8.8.8.8: icmp_seq=4 ttl=50 time=7.87 ms
When pinging from a crappy hosting in this country, it gives

64 bytes from 8.8.8.8: icmp_seq=2 ttl=60 time=0.576 ms

64 bytes from 8.8.8.8: icmp_seq=4 ttl=60 time=0.366 ms
64 bytes from 8.8.8.8: icmp_seq=5 ttl=60 time=0.379 ms

8.8.8.8 is an anycast address so the server that responds to a ping is not always going to be the same server (or in the same city).
The speed of light limits signals to travelling at 186.3 miles each millisecond. If google served one request via a server in their data center in Belgium it could just as well served the other response from Dublin.
Right now this simply says the equivalent of: A & B made a trip from Germany. A made it to their destination faster so they must be better at travelling. This wouldn’t make a lot of sense if A was travelling to Paris and B was travelling to Sydney.
The suggestion to try a traceroute is a good one. It also would make sense to test against a fixed IP address so your results will be consistent.
7ms is not high. It’s quite normal (and low over Internet!) value. I have about 32ms from Poland (Cracow). Everything just depends on network hops and distance. Probably DO has more routers until it reach 8.8.8.8, but “crappy hosting in this country” has a lot more direct route to Google servers (or maybe they are even hosted in the same DC? run mtr to check that).
Times less than 1ms are mostly inside the same DC, or directly connected to another DC.
Medium still usable ping is ≈50ms, and high >100ms. …until you want to setup gameserver, then those values goes to: best <15ms, good <30ms; usable <60ms; “don’t play this, find server near you” >100ms; “kick now” >300ms
