Dear all,
I want to create droplet on digitalocean to sell VPN service, But I’m afraid people use this vpn for downloading torrent…(They can’t store on the server - they can’t login to server through SSH)
What should I do? Is downloading torrent through this service is legal? As I know just storing the torrent on the server is illegal…??

You want to create a VPN only for yourself or for other people as well? Additionally, when downloading a torrent, the file won’t be saved on the VPN. I’ll recommend to give the following a read:
