We are also having the same issue with sparkpost.com service Has anyone been able to solve this issue on DO server?

I think there are connectivity issues between digital ocean and amazon datacenter. We have found those issues in AMS3 (where we have almost all our servers). Both SMTP and SES api is slow.
Also, when we switched to Sparkpost, their delivery of webhooks fails because of connection timeouts (sparkpost is also hosted on Amazon). We fixed this by addind a server in NewYork (digital ocean) who receives the webhooks and forwards them to AMS3 droplets.
We’ve did lots of tests and we are 99% sure that’s the reason.
What datacenter are you in?
When doing a wget from a droplet to download a file in Amazon S3 i get super slow speed also < than 1 kb/s its crazy I sure looks like intended by amazon to prevent users using AWS services from DigitalOcean.
