hello, am trying to create an ftp server like this one for example: https://download.pydio.com/pub/cells/release/
i cant find an article or a tutorial on here to do that for Ubuntu 18 server, can anyone help me get started ?

To achieve the same effect as the one from the site that you’ve shared, you could just enable Apache directory listing.
You could use something like this in your Vhost:
<Directory "/home/your_user/public_html/uploads">
Options +Indexes
AllowOverride all
Order allow,deny
Allow from all
Require all granted
</Directory>
