Usually, this error will indicate the wrong database credentials in your database configuration file.
You can double-check the config file and ensure that the database_name, database_host, database_password are all correct.

The error # SQLSTATE[HY000] [2002] error means your connection failed. Usually, the reason behind that are wrong Database Credentials or your User not having permissions for the Database you want it to access.
Another common thing related to this error has been using wrong ports as well.
