Currently I have a app on my phone which will allow me to FTP into my VPS and then stream videos from there.
Currently on Windows 7 when viewing via a ftp client (Explorer / Filezilla) it will not stream but download it first then play it.
Is there a way to stream from the FTP ( or perhaps another way) to my windows computer?

You need to use a video player to stream videos. All the FTP client can do is download files via FTP. I believe VLC allows you do play files from FTP servers.
