What is the reason for this report?

Hey!

Does the ruleset i make, will it still be there when i reboot the server? have a little trouble finding out that piece of info ?

As far as I know, UFW isn’t flexible enough to set up complicated anti-DDoS rules - you’ll have better luck finding resources for iptables.
