IIRC, all code here at DigitalOcean is custom code, thus it’s not a specific CMS or publicly available application.
It looks like they are using https://prismic.io/, which is a “headless CMS”. It also looks like Thoughtbot implemented it for them: https://thoughtbot.com/case-studies/digitalocean.
