If I reach my monthly transfer will the network be blocked or will it the bandwidth be lowered? Or do I have to pay a special extra network transfer fee?

Let’s say I have 1TB of outbound traffic limit. One of my website’s on gym fitness crosses this limit. What will you do then? Also, I would like to know what is this limit for? Is the 1TB limit/month or /year? My second question is: Do you allow WordPress as an app or do I have to install it myself?
I wonder if it is still like that. “not charging for bandwidth currently”. The last Mod answer was on August 14, 2014.
Additional bandwidth transfer is only 2¢ per GB
Once you cross your free bandwidth limit, you will be charged $0.02 per extra GB of outbound traffic.
