Reading about the topic, it seems a good spec for one Minecraft server without any mods would be - 1GB RAM and 2CPU. Those are the minimum required for one server. Multiply this by 10 and you’ll see what’ll be needed.
Having said that, I’ll recommend starting smaller than what’s recommended and see if you’ll actually need more power.
