Why does not Digitalocean accept Debit Cards for Payments? Are there any probability in near future of accepting debit cards? Not everyone in my country hold a credit cards.

I don’t have Paypal and Credit card, my friend’s credit card was added but now he is no more here and his card is blocked. what way else I have? And in how many days, digital ocean block account for no payment?
Why not digital ocean take pre-paid payments and provide service after payment ?
