GeoIP databases will often tell you that an IP is in a different place than it is. This is because GeoIP services are not an official standard or controlled by the IP owner. They are third party services that attempt to perform a function in their own way, and they are not always up to date as IP addresses can be obtained in one country and then announced in another. To truly determine the location, you can run a traceroute and observe the airport codes in the hostnames for the servers along the path.
