100% CPU Usage on Wordpress Website

Hi there. I have $5 droplet, running a Wordpress website for flash games. When the online users hit 30+ CPU usage is 98.5% almost always. I do not use any resourceful plugins, besides WP Super cache. I have followed all of the tutorials published on digital ocean how to run a Wordpress website.
