I can confirm you can create a 4$ Droplet in London’s DataCentre. The 4$ Droplet is under the ‘Regular Droplets’ tab when you are creating a new Droplet.
I’ve just checked again and am still seeing London (along with Toronto and Bangalore) greyed out.
CPU options: “Regular with SSD” is selected.
