What is the reason for this report?

Account locked without stopping billing

Hello, my account was locked, but billing still works and i’ve paid about 90$ for locked account. For that reason i’ve asked a question in ticket 2 days ago but still have no answer. Should i make a chargeback for payment for non-working service?
