What is the reason for this report?

After several login attempts, a user's IP is temporarily banned with ERR_CONNECTION_REFUSED. How do I turn this off?

I’ve seen solutions to whitelist IPs on the server, and that works when I have one person complaining, but for scaling application, that will not be ideal. How can I stop this from happening? It’s not something we encounter on normal setups when we use wordpress with other hosting providers. We’d rather use a plugin to manage this.

Could you please let me know why the visitor/user IP address was blocked in first place? Have you examined the logs to see the reason for the block?
