Is there a sandbox for the API? If not, would be really helpful if we can get it. Just helps out a lot for testing creating commercial apps. If yes, can I get the link please.

Voted! This would really help out with developing and debugging Terraform configurations, especially clusters with 10s of Droplets that would cost a fortune creating and destroying multiple times.
