I’m creating snapshots of all my droplets daily. And I delete snapshots which are older than 3 days. So I always have chance to roll back my droplets to previous two days. I’m doing this automatically via the API. My question is, Does DO bill for all my backups for a whole month? for example, if I create a snapshot of 10GB snapshot now, and delete it in 72 hours from now, how much it will cost for me? 0.5$ or 0.054$?

Snapshots are charged at $0.05/GiB per month. Pricing is based on the size of the snapshot, not the size of the filesystem being saved. There is no additional charge for making a snapshot available in multiple regions.
So this means, you will be charged on basis on size and the duration of the image that is active on the account.
Regarding backups, Enabling backups for a Droplet adds 20% to the cost of the Droplet.
In more detail, each successful backup is charged at 5% of the Droplet’s total cost that month. This means you may be charged less than 20% in rare cases, like when you destroy a Droplet that is less than a month old, but you will never be charged more than 20%
