Can I purchase the 10$/month plan being an Indian?

I have a VISA credit card and none of the Godaddy VPN plans look good(atleast the ones offered in India). I wish to purchase one from Digitalocean.

I am an Indian national looking forward to starting a startup and I was wondering if you need to be an American citizen to buy a plan?

We have users in almost every country in the World. Aside from those that the US government prohibits US companies to do business with citizens of any country can use our services.
