I created a wordpress website using the one click install. The ip address of the droplet is 139.59.40.251 When I try to access the website through the ip address I get redirected to the domain url. I do not have access to the domain name at the moment since it got deleted. How do I access the droplet without access to the domain name and how do I point a new domain name to the existing wordpress site ?

You will need to SSH into the droplet, login and manually change the site name following this guide: https://codex.wordpress.org/Changing_The_Site_URL
You will need to create DNS records to the ip you mentioned for the new domain.
