Hi,
I want to create a new database cluster under a team, I was able to create a cluster a few weeks ago, but today I get the error ‘cannot create a cluster’, could this be due to some outage? I tried creating other types of database clusters and they fail as well.

Yes indeed, this was most likely caused by the following incident:
