What is the reason for this report?

Change kernel = different OS?

Is change kernel in the control panel the same as changing the droplet from one OS to another?

I can be. It also allows you to change from one version of an OS to another version of that same OS, e.g. changing from Ubuntu 12.04 to Ubuntu 13.10.

What Pablo said. Keep in mind that you cannot use an e.g. CentOS kernel on an Ubuntu droplet.
