(I am a real beginner) I would like to create a copy of my site for testing. When i make a clone the ip address/admin goes to the active website how can I change that? that way they are two separate “sites” one being the active site and the other being a testing site with the same info as the original site

You could try setting your Wordpress Site and Home URLs to the new Droplet’s IP address. You could do that by adding the following to your wp-config.php file:
define( 'WP_HOME', 'http://example.com' );
define( 'WP_SITEURL', 'http://example.com' );
Change the example.com part with your IP address.
Then clear your browser’s cache and try again.
