I’ve been waiting for my password for about 15 minutes now, and it hasn’t come through. I see that if you have set up ssh keys, which I have, it’s not supposed to be sent to you. But where is it, then?

All droplets have their root password set to a random string while being created. The only difference is that the password is not emailed to you if you set up SSH keys.
You can change the root password by logging in and running:
sudo passwd
