My facebook was hacked by a blackberry phone who’s ip address is linked to digital ocean in New York. They logged into my facebook and hacked it. I need some answers immediately.

DigitalOcean provides a server platform, which makes it an ISP too. That means anyone can setup a server and use it’s connection to do bad things. Many VPN providers use DigitalOcean’s platform too, which means that some of their customers might be doing bad things.
You should contact Support via their abuse form (General Abuse) and supply the IP address used for the attack and time - generally as many details as possible. https://www.digitalocean.com/company/contact/#abuse
