Netherlands (AMS3) seems to be a very reliable location for me. However, it is a bit slow.
To the best of my knowledge our IP ranges are not blocked in China and we do have customers in China hosting services on droplets. We do not offer a data center in China but do offer options in Singapore and Bangalore which provide reasonably low latency to locations in China.

Your website can be accessed worldwide, however, keep in mind that some ISPs around the world might limit the access based on the content of the website.
Users from China can access the site without any issues.
