I want to ensure my VPS has the correct time. Do I need to run NTP? If so, does DO run a time server I can point to?

As Pablo linked, the Time sync of the regular NTP pools should be near accurate enough for 99.99% of all things that require the correct time. If you needed something more accurate, I would also assume you would need more custom hardware for whatever purpose you need super-accurate time for.
