This is quite strange and the possibilities can be endless. In such cases where you’ll need access to see what’s going on, I’ll suggest contacting DigitalOcean’s Support who will be more than happy to assist you with your issue
What I can suggest as well is as soon as you have a ticket number to let me know so that we can speed up the process for you.

If the process is stuck for a while you can try to re-load the page and see if there will be any progress or if it will fail with an error message. Also, you can reach out to our support team and they can check this on your behalf.
