Full disclosure I am the founder of a backup company that specialises in DigitalOcean Backups.
DigitalOcean weekly backups are not stored in another region, you can see this if you want to restore a backup to a droplet in a second region.
With snapshots, the story is the same, however, when they are finished you are free to transfer them to a second region. 
The plug: At SnapShooter we enable customers to have a copy of there snapshots moved to a second region once the backup completes. Learn More about DigitalOcean Cross-region snapshots
TLDR: No DigitalOcean does not offer this automatically unless you tell them to.

When you create a Droplets backup, Droplets stores the backup in the same location where the Droplets instance is located. Droplets backs up the following:
Your Droplets instances
Your Droplets data
Your Droplets configuration
Your Droplets logs
Your Droplets snapshots
To back up your Droplets data, Droplets uses the following location for the backup:
/var/lib/droplets
To back up your Droplets configuration, Droplets uses the following location for the backup:
/etc/droplets
