I checked to make sure everything is good on this side, and it looks to be. I’m going to recommend this as a potential fix:
rm -rf /var/lib/apt/lists/*
apt-get clean
apt-get update

This is happening on droplets that I just created, could there be something wrong with the base image?
Which region? Perhaps I need to follow your footsteps more closely to see it.
I’m seeing this right now in NYC3, freshly created Debian 9.5 droplet:
