I followed your tutorial at: https://www.digitalocean.com/community/tutorials/how-to-install-and-secure-phpmyadmin-on-ubuntu-16-04
Ran this: apt-get install phpmyadmin php-mbstring php-gettext
Got this error: E: Unable to locate package php-mbstring
Possible to take a look?

I have tried with unutu 16.10 at ams and nyc datacenters. ams is ok nyc seems using diffrent ubuntu image. I hope they fix this soon. You may play with source.list to add ubuntu universe servers or add a droplet at ams than move it to elsewhere may work for quick.
