I’m trying to determine the best way to connect an Azure web app with PHP to a managed MySQL database? Do I need to set up a hybrid connection in Azure?

Hi,
I think you should be able to skip the PHP part and just type in the MySQL connection string in your Azure Web app.
Unless there is a specific reason you need to use PHP, I recommend sticking to Azure.
