I tried to access /etc/fstab by adding noatime but it looks different compared to tutorials that I found on web. This what I have inside fstab file.
LABEL=cloudimg-rootfs / ext4 defaults 0 0
LABEL=UEFI /boot/efi vfat defaults 0 0
I need some help with turning off file system access times.

Hey friend!
Where it says “defaults” just replace with “defaults,noatime” on the first line. That should have you set.
