im getting errors saying my tier does not cover the largest basic slug (8vpcus, 16G memory). How do I upgrade to get access to the machines I want?

This usually means your account is on a new / restricted account tier, which limits the largest Droplet sizes you can create.
To access larger machines (like 8 vCPU / 16GB or higher), you need a billing limit increase/account upgrade.
