I’ve seen the post about this but can’t find the “Referral Program Settings” options to switch to Paypal Payouts. Has this now been changed to only provide credit? I ask because I have recently referred quite a few people and I’m simply going to have more credit than I require.

I believe that the Referral Program was changed to only give DigitalOcean credit. While you might be disappointed, I can understand the business reasons behind not paying out real money for referrals.
I see, well I understand the logic behind it but it is a little restrictive. Maybe the old documentation should be removed from the FAQ until it can at least be updated.
May I also ask Is there a way to transfer credit to another account via the API? I could then release my own credits to further promote DO.
