I want to install Radius Server on Ubuntu server 14.04 for the purpose of user manager as in Hotspot.

FreeRADIUS can be installed on Ubuntu 14.04 but it does have to be compiled on your droplet. This tutorial should be helpful in walking you through this process:

You do not need to compile radius in ubuntu, there’s a package for that : “freeradius”
