I was reading the tutorial on how to download timescaleDB on Ubuntu, but it did not seem to provide instructions on how to use on a Postgres managed database that is spun up from the app platform PaaS. Is this possible or do I need to setup a managed DB external to app platform ie. on TimescaleDB website and allow a connection to that via my app?

Basically, TimescaleDB is available as a PostgreSQL extension on DigitalOcean Managed database cluster.
You can install supported extensions with
psql
’sCREATE EXTENSION
