When a browser requests a DNS for the list of A records behind a FQDN, the dns responds with a list of IP Address of all the Load Balancers. The question is how does it happen that the browsers hits the nearest LB first ?

This should not be the case. If you have multiple DNS records the browser would pick up one record on a random basis rather than based on the geolocation and forward the traffic to that record.
To achieve such load balancing based on the geolocation of the website visitors, you could use Cloudflare:
