I know it’s not even a day since Ubuntu 13.10 was released, but in general how long will it be before I can expect to create droplets with Ubuntu server 13.10?

I’ve upgraded from Debian 6 to 7, and 7 to 8 (testing) no problem. Chances are you can do the upgrade fine, you just won’t be able to use the newer kernel.
I get the following message when I ssh into my droplet. I probably won’t upgrade but that could be one way to upgrade to 13.10. Personally, I would wait for 'til Digital Ocean provides an image - not sure long it will take them.

Welcome to Ubuntu 13.04 (GNU/Linux 3.8.0-19-generic x86_64)

* Documentation: https://help.ubuntu.com/
New release ‘13.10’ available.
Run ‘do-release-upgrade’ to upgrade to it.
Actually there’s a 13.10 kernel available in the control panel’s kernel settings, so you’re good.
