I think there are a lot of tools that can help you but you’ll need some javascript whether it’s react,vuejs or something similar you’ll still need to do so. Maybe take a look at some nodejs apps and how to accomplish this.

Indeed as already mentioned, you could do that with JavaScript, HTML and CSS.
Here is a quick example on how to do this with JQuery:

You could use that example, and rework this with a different JavaSciprt framework that you prefer.
