Ubuntu 14.04 LTS reached end of life on April 30, 2019 this is why it’s no longer available. What I’ll recommend is actually creating an Ubuntu 20 droplet and migrating the website there.
With the newer version you guarantee you’ll receive updates for it for a long time where using 16.04 for instance will make you migrate your content in another year or so.
