The safest and simplest approach is to use rsync for files and a proper database dump/restore.

High level steps:

Use
rsyncto copy your website files from old server to new server. -
Dump the database on the old server (
mysqldumporpg_dump) and restore it on the new one. -
Update config files (DB credentials, paths).

Test everything using
/etc/hostsbefore switching DNS. -
Update DNS once confirmed working.
