I added a domain to my droplet in the networking section, two A records (@ and www) that point to the droplets IP, yet after propagation, the domain does not take me anywhere (times out).
I also can’t seem to get the domain to work as a nameserver, despite following the tutorial laid out here:
I don’t know which IP Address I’m supposed to add at step 3, or what kind of records I need to create for the name servers.
A colleague has been uploading a lot of data during the day, so I we can’t start over now.

The step number 3 is needed when you have more than one IP address assigned to your server/droplet and you want to add it to cPanel in order this IP address to be used/associated with a domain name added in cPanel/WHM.
May I ask if you’ve added the domain name in cPanel/WHM as well? Keep in mind that the process of making your domain name using custom nameservers involves additional steps. You can check this tutorial as well:
