A bit more context would help here. Are you trying to resize a Droplet, a Volume, or something else?
For Droplets, you can resize from the control panel by going to your Droplet, clicking Resize, and choosing a new plan. The Droplet needs to be powered off first for a full resize (CPU and RAM), though disk-only resizes can be done while running.
