Hi,
If I buy VPS from DigitalOcean on which I will host a site for e.g. www.testsite.com. Now this domain I have bought from some other provider. My question is, how will I send or receive email? I expect my site to send email to users from time to time for e.g. at the time of registration so from where will I get incoming and outgoing mail server setting?
Will DigitalOcean provide this or I have to configure it myself?

If you want to run your own mail server, you can, but unless you have a lot of time or experience with that, then I wouldn’t recommend it.
There are many mail providers, only a few is free when you want to use your own domain, but the services they provide is worth the money (spam, virus, backup, security, etc). If you just want to be able to send mail, then you can use https://www.sparkpost.com and if you’re using WordPress for your website, then there’s a plugin for easy setup too https://wordpress.org/plugins/sparkpost/
You have to install, configure, manage and maintain it yourself. DO sells unmanaged VPSes.
