What is the reason for this report?

Hung up during Graylog installation

I’ve made it successfully through most of the instructions to install Graylog on Centos 7 but when I get to this step the browser gives the error: 104.236.137.61 refused to connect.

Here’s the part of the instructions I was following, replacing my droplet’s IP address for the placeholder: http://graylog_public_IP:9000/

I’m not sure if this would affect it or not but I do have Nginx and ghost installed on this machine with two virtual hosts, one using ghost and other just ordinary /var/www/html with HTML files and so on. I’m not sure if that’s relevant to this situation or not.
